We would like to invite you to submit a draft paper/extended abstract to The 3rd International Conference on Engineering and Meta-Engineering: ICEME 2012 (http://www.2012iiisconferences.org/iceme) to be held on March 25th – 28th, 2012 in Orlando, Florida, USA

The deadlines are the following:
********************************
Papers/Abstracts Submission and Invited Session Proposals: November 10th, 2011

Authors Notifications: January 13th, 2012

Camera-ready, full papers: February 3rd, 2012

(Check the web site for possible extensions)
****************
Collocated events are listed at http://www.iiis.org/iiis/current_submissions_deadlines.asp . Participants can attend any session of the collocated events and will receive a CD with the papers of all the collocated events

****************
Technical keynote speakers will be selected from early submissions because this selection requires an additional evaluation according to the quality of the paper, assessed by its reviewers, the authors’ CV and the paper’s topic.

Submissions for *Face-to-Face* or for *Virtual* Participation are both accepted. Both kinds of submissions will have the same reviewing process and the accepted papers will be included in the same proceedings.

All Submitted papers/abstracts will go through three reviewing processes: (1) double-blind (at least three reviewers), (2) non-blind, and (3) participative peer reviews. These three kinds of review will support the selection process of those papers/abstracts that will be accepted for their presentation at the conference, as well as those to be selected for their publication in JSCI Journal.

Pre-Conference and Post-conference Virtual sessions (via electronic forums) will be held for each session included in the conference program, so that sessions papers can be read before the conference, and authors presenting at the same session can interact during one week before and after the conference. Authors can also participate in peer-to-peer reviewing in virtual sessions.

Authors of accepted papers who registered in the conference can have access to the evaluations and possible feedback provided by the reviewers who recommended the acceptance of their papers/abstracts, so they can accordingly improve the final version of their papers. Non-registered authors will not have access to the reviews of their respective submissions.

Registration fees of an effective invited session organizer will be waived according to the policy described in the conference web page (click on ‘Invited Session’ and, then, on ‘Benefits for the Organizers of Invited Sessions’), where you can get information about the ten benefits for an invited session organizer. For Invited Sessions Proposals, please press the menu option ‘Invited Sessions’ and, then, the sub-option ‘Invited Sessions Organizers’.

Authors of the best 10%-20% of the papers presented at the conference (included those virtually presented) will be invited to adapt their papers for their publication in the Journal of Systemics, Cybernetics and Informatics.

Best regards,

ICEME 2012 Organizing Committee

MEETING FACILITIES

Our contract with the conference hotel allows us to use the meeting space without charge and without penalties if we meet certain criteria, including that that our group uses a minimum number of room nights in the hotel (covered by your usage of the hotel). WDSI is heavily penalized if we don’t meet these minimums. Therefore, it is very important to have conference participants stay in the conference hotel. We had negotiated an attractive rate for the group with complimentary internet access, complimentary self-parking and complimentary fitness center access.

WDSI ON THE INTERNET

The Western Decision Sciences Institute has a permanent website at www.wdsinet.org. All information relating to this meeting will be made available on this website.

INSTRUCTIONS FOR CONTRIBUTORS

All manuscripts and proposals for the WDSI 2011 Annual Meeting must be submitted electronically. To submit your paper, please go to the WDSI home page (www.wdsinet.org) and click on the Online Submission link. Follow the directions provided there to enter your paper and author information and upload your document. Note: The submission site will be activated on June 15, 2011, with a submission deadline of October 1, 2011. The review process will begin October 15, 2011 and authors will be notified of manuscript acceptance/rejection by December 9, 2011. Accepted papers will be included in the proceedings only if at least one author is registered for the conference by the deadline for proceedings submissions, January 12, 2012.

Papers and abstracts accepted for presentation will be scheduled during sessions throughout the day on Wednesday and Thursday or on Friday morning. Please plan to present your paper when it is scheduled. It is too difficult to accommodate requests for changes.

Abstracts will not be blind reviewed. However, they should contain enough detail so that the track chair can determine if they are appropriately rigorous for presentation. Also, the detail will help the track chairs and program chair place them in an appropriate session.

When you submit your paper or abstract to the electronic submission system and later when you register for the conference, please be careful as you enter information, as much of it is used directly in preparing the Proceedings and the Program. Please DO NOT use all upper-case or all lower case letters. For the title of your paper, use Proper Case (first letter of each word capitalized except for minor words; capitalize minor words at the start of the title). DO NOT enclose the title in quotation marks. Capitalize only the first letter of your first, middle, and last names. Spell out the official name of your institution; do not abbreviate. Capitalize the first letter of each word of your institution name as you would normally see it. The abstract of your paper should be in sentence case (first letter of each sentence capitalized and proper nouns capitalized).

The page allowance for the Proceedings is as follows for papers which are accepted and for which a registration fee is paid: six pages for full papers and two pages for abstracts. An extra page fee will be charged for papers beyond these limits. Also, the page allowance is for each registration, so an author who has more than one paper or abstract accepted will be subject to extra page charges for papers beyond the first unless a co-author is also a separate registrant.

Therefore, authors who have already submitted papers in response to earlier “Call For Papers" should IGNORE this announcement.

Authors who submit papers in response to this announcement, will have their papers evaluated for publication consideration in the Final Edition of the conference proceedings which will go to press in late August 2011 (the conference would then make the necessary arrangements to ship the printed proceedings/book to such authors). The Final Edition of the conference proceedings will be identical to earlier edition except for a number of sections/chapters appended to the proceedings/book. The Final Edition will be indexed by Inspec / IET / The Institute for Engineering and Technology, DBLP / CS Bibliography, and others (in the past, all tracks of this federated congress have also been included in EI Compendex/Elsevier.) The proceedings will be published in both, printed book/ISBN form as well as online.

Prospective authors are invited to submit their papers by uploading them to the evaluation web site at: http://world-comp.org
Submissions must be uploaded by May 23, 2011 and they must be in either MS doc (but not docx) or pdf formats (about 5 to 7
pages – single space, font size of 10 to 12). All reasonable typesetting formats are acceptable (later, the authors of accepted papers will be asked to follow a particular typesetting format to prepare their final papers for publication.) Papers must not have been previously published or currently submitted for publication elsewhere.
The first page of the paper should include: title of the paper, name, affiliation, postal address, and email address for each author. The first page should also identify the name of the Contact Author and a maximum of 5 topical keywords that would best represent the content of the paper. Finally, the name of the conference (see the list below) that the paper is being submitted for consideration must be stated on the first page.

The length of the final/Camera-Ready papers (if accepted) will be limited to 7 (two-column IEEE style) pages.

Each paper will be peer-reviewed by two experts in the field for originality, significance, clarity, impact, and soundness. In cases
of contradictory recommendations, a member of the conference program committee will be charged to make the final decision (accept/reject) – often, this would involve seeking help from additional referees by using a double-blinded review process. In
addition, all papers whose authors included a member of the conference program committee will be evaluated using the double-blinded review process. (Essay/philosophical papers will not be refereed but may be considered for discussion/panels).

An important mission of WORLDCOMP is “Providing a unique platform for a diverse community of constituents composed of scholars, researchers, developers, educators, and practitioners. The Congress makes concerted effort to reach out to participants affiliated with diverse entities (such as: universities, institutions, corporations, government agencies, and research centers/labs) from all over the world. The congress also attempts to connect participants from institutions that have teaching as their main mission with those who are affiliated with institutions that have research as their main mission. The congress uses a quota system to achieve its institution and geography diversity objectives."

One main goal of the congress is to assemble a spectrum of affiliated research conferences, workshops, and symposiums into a coordinated research meeting held in a common place at a common time. This model facilitates communication among researchers in different fields of computer science, computer engineering, and applied computing. The Congress also encourages multi-disciplinary and inter-disciplinary research initiatives; ie, facilitating increased opportunities for cross-fertilization across sub-disciplines.

According to “Microsoft Academic Search" (a Microsoft initiative) all tracks of WORLDCOMP are listed as worldwide “Top-ranked Conferences" (based on various metrics but mainly based on the number of citations). You can access “Microsoft Academic Search" to extract citation data for each individual track of worldcomp using the following link: http://academic.research.microsoft.com/ As of March 4, 2011, the papers published in the proceedings have received 14,385  citations which is a higher citation than many reputable journals in computer science.
